The following motion was passed by the department of Computer Science and Software Engineering in its council on March 17, 2011: The most serious issue to be addressed by the university is the problem of governance, and this must be settled before we approach the academic plan. The current process in establishing the academic plan is seriously flawed. We need a bottom up process, rather than a top down process, involving the departments and the faculties. In other words, those responsible for the teaching and research performance of the university.
